The judiciary’s General Guidance on Electronic Court Bundles (29 November 2021) sets out how an e-bundle must be put together. On navigation it is explicit:
“Each entry in the index must be hyperlinked to the indexed document. All significant documents and all sections in bundles must be bookmarked for ease of navigation, with a short description as the bookmark.”
That hyperlinked index is exactly what this tool builds: draw a box over a contents entry, point it at the page where the document starts, and it becomes a clickable link. The guidance also requires the bundle to be in PDF, paginated continuously from page 1, and OCR’d where pages are scanned — paginate first so your index numbers line up.
