Court bundles should have a clickable index

The judiciary’s General Guidance on Electronic Court Bundles (29 November 2021) sets out how an e-bundle must be put together. On navigation it is explicit:

“Each entry in the index must be hyperlinked to the indexed document. All significant documents and all sections in bundles must be bookmarked for ease of navigation, with a short description as the bookmark.”

That hyperlinked index is exactly what this tool builds: draw a box over a contents entry, point it at the page where the document starts, and it becomes a clickable link. The guidance also requires the bundle to be in PDF, paginated continuously from page 1, and OCR’d where pages are scanned — paginate first so your index numbers line up.

How to hyperlink your bundle’s index

1. Combine documents in order

Put your documents into a single PDF in the right order, with the index/contents page at the front. (Use our Merge or Insert tools if you still need to assemble it.)

2. Paginate from page 1

Number every page continuously starting at page 1 so the index page numbers match the PDF page count — the guidance requires computer-generated, sequential pagination.

3. Link each index entry

Draw a box over an index entry, pick the page where that document starts, and the entry becomes clickable. Repeat for every entry in the contents.

4. Download the navigable bundle

Download the PDF with a fully clickable index. It opens and navigates in any standard PDF reader.

Do court e-bundles need a hyperlinked index?

How do I make the index of my bundle clickable?

Open your combined, paginated PDF here, draw a box over an index entry (e.g. "Witness Statement of A — p.42"), then choose the target page. Repeat for each entry and download. The links are standard PDF GoTo actions, so they work in any PDF reader.

Is this free, and do I need Adobe Acrobat?

Will the links work when the bundle is filed or printed?

The clickable links are embedded using the standard PDF specification (ISO 32000), so they open in any compliant PDF viewer. (Hyperlinks are a navigation aid in the digital file; they do not appear on paper printouts.)

Does this paginate the bundle or add the bookmark sidebar?

This tool adds the clickable index links (the hyperlinked-index requirement). Continuous pagination from page 1 and the bookmark/outline pane are separate steps — paginate before linking so your index page numbers match the PDF page numbers.

Are my documents uploaded anywhere?
